『無線通信規則』(RR: Radio Regulations)のうち,コールサインの組み立て方に関する記述の中で,唯一,記念局についての言及が見られます("On special occasions, for temporary use").
ですので,ここではその部分を中心に紹介します.
以下,緑字はコメント.下線は前後の関係で注目すべき変更点です.
ところでRRでのお約束は...
・字 = character = アルファベットでも数字でもOK
・文字 = letter = アルファベット
・数字 = digit = 数字
――である点をお忘れなく読み進めてください.
WRC-07では条文第19.68.1号を追加し,「ハーフシリーズ」の加盟国におけるアマチュア局のコールサインの組み立て方の矛盾点を解消しました.
従来,規定上は組み立て方が「2字+1数字+最大限3文字」とされていましたが,やむなく「3DA0」(3字+1数字)とならざるを得ない国(スワジランド)が存在していました.
WRC-07では,この「3DA0」の形も認めるようにしました:

イギリスの持つ「2」の1字の国籍識別はどうなるのでしょう?
...条文第19.50号により,プロアマを問わず,コールサインの「最初の2字」は,つぎのいずれかの形であるように決められています:
(1) 2文字, (2) 1文字+1数字, (3)1数字+1文字.
ですので,「2」で始まるコールサインの場合は(3)に該当し,続く2字目に必ずアルファベットを伴わなければならないのです(例:2E0AAA).つまり,「2」で始まるイギリスのプリフィックスは,「G」や「M」の場合とは異なり,必ず「2字+1数字」――「2」+1文字+1数字――の3字の形となります.
話を戻すと,現在「ハーフシリーズ」となっているのは,「SS」列と「3D」列で,次の二組四ヶ国です:
SSA-SSM (エジプトSU)と
SSN-STZ (スーダンST),
3DA-3DM (スワジランド3D6→3DA0)と
3DN-3DZ (フィジー3D2).
今後は,「3DA0」の形も(やむない)違反でなく,正規のものとなります.
ただしこの場合,サフィックスは3字までに制限されます(日本を含め,他の国は4字まで).

- プリフィクスで,アマチュア無線では従来禁じられていた「数字+O」「数字+I」の形の容認.
(例として,割り当て「7O」のイエメンの救済.)- 「2」の1字のみで国籍識別が可能なことの明示(イギリス).
- アマチュア局のサフィックスの最大4字化.記念局以外の一般局も含む.数字も可.ただし最後はアルファベットのこと.
- 記念局のサフィックスについては,さらに柔軟化.字数規定なし.ただし最後はアルファベットのこと.
※日本は独自に5字で歯止め.
そもそもコールサインの本質は“わかりやすく”無線局を識別すること.
